A university, employer, or public office has asked for an apostille on a public document issued in Pakistan. You want apostille services from Lahore, or you need someone here to file while you stay abroad.

Pakistan is a Hague Apostille contracting state. That does not mean every destination will accept a Pakistani apostille. We check the destination against the current HCCH record before we lodge the file.

If the destination does not accept apostille, an apostille will not help. Use legalization. If you were told to “get MOFA attestation” and the destination is not covered, that wording usually means attestation plus embassy, not a Hague certificate.

LIA does not issue apostilles. We prepare and file. The ministry issues the certificate.

Does Pakistan issue apostilles now?

Yes. Pakistan is a contracting state to the 1961 Hague Apostille Convention. The Convention has been in force for Pakistan since 9 March 2023. The Ministry of Foreign Affairs is the competent authority. MOFA issues the apostille. LIA prepares the file.

Membership is not the same as acceptance

Some contracting states objected to Pakistan’s accession. Germany is one. Other objections exist. Check the HCCH status table for Pakistan on the day you file. Pakistan declared that the Convention does not apply to India. We do not list the UAE, Qatar, or Kuwait as apostille destinations unless that day’s HCCH record supports it.

Apostille, MOFA attestation, and embassy legalization

People use “MOFA attestation” as a catch-all. The destination decides which certificate it will read. An apostille does not skip HEC or IBCC. It only replaces the embassy chain when the destination actually accepts apostille.

Apostille

The Hague certificate. MOFA issues it for destinations that accept apostille from Pakistan. LIA prepares the file. We do not issue it.

MOFA attestation

The usual state-level authentication of a Pakistani public document. Same ministry, different instrument. Use this when apostille is not what the receiving office will take. See MOFA attestation.

Embassy legalization

Attestation plus a consular stamp, sometimes called superlegalization. This is the longer chain when apostille does not apply, including many Germany files. See legalization.

HEC and IBCC still apply

An apostille does not skip prior educational stamps. Degrees often need HEC first. Board papers often need IBCC first. Skipping that step is a common reason a MOFA file comes back.

Documents we prepare

University degrees and transcripts. Matric, Intermediate, and other board certificates. Birth, marriage, divorce, and other civil records. Police character certificates. Powers of attorney and affidavits. Commercial papers when MOFA will apostille that class.

We check names, dates, and seals across the set before filing. A mismatch that looks small on a scan is enough for a counter to send the file back.

Prior stamps

HEC for Pakistani university degrees, usually before MOFA. IBCC for board certificates and many equivalence cases, usually before MOFA. Certified translation when the next office will not read the original language. Police issue their own character certificate; authentication of that paper comes after.

The apostille sits after those prior stamps, not instead of them. See supporting documents if that half of the file is still open.

Done-for-you from Lahore, including overseas power of attorney

You can instruct LIA from anywhere. If you live outside Pakistan, appoint us with a special power of attorney or an authority letter so we can prepare and file from Lahore. We draft the scope with you. You still sign what the authority requires you to sign.

Originals are still required. Courier the wet-ink set when MOFA will not act on a scan. We follow the filing method in force that day: online registration when required, camp or liaison offices, authorised courier. We do not freeze last year’s portal story as the only method.

Fees, time, and MOFA verification

MOFA publishes government fee bands that can change. Recent published classes have been PKR 3,000, PKR 4,500, and PKR 12,000. Confirm the band on filing day. LIA’s professional fee is separate. We explain both before paid work begins.

Processing time follows the MOFA queue on filing day. We do not quote a frozen turnaround. If MOFA prints a QR code on the apostille, verification is through MOFA’s own channel. We do not run a separate verification service.

How the file moves

Same ministry as attestation. Different certificate.

Filing still goes through MOFA. Prior educational stamps still sit before that filing when the document is a degree or board certificate. The apostille does not skip HEC or IBCC. It skips the embassy chain only when the destination accepts apostille from Pakistan.

Does Pakistan do apostille, and will Germany accept it?

Pakistan issues apostilles. The destination still decides whether it will read one. Check HCCH, not a generic Hague list.

Does Pakistan issue apostilles now?+

Objection lists change. Check the HCCH status table for Pakistan before you file. For Germany, the usual path is legalization, not apostille.

What if my destination is not a Hague member?+

Then an apostille is usually the wrong instrument. The file typically needs MOFA attestation plus embassy legalization. See the legalization page before you pay for an apostille the embassy will ignore. Do not assume a Gulf destination wants apostille. Confirm HCCH status on filing day.

Do I still need HEC or IBCC before an apostille?+

Often yes for educational documents. HEC attestation commonly sits before MOFA will apostille a Pakistani university degree. Board certificates commonly need IBCC first. An apostille does not skip those prior stamps. Civil records and police character follow their own prior chain.

Can LIA in Lahore file an apostille if I live abroad?+

Yes. You can appoint Linguistic & Immigration Advisors with a special power of attorney or an authority letter so we can prepare and file from Lahore. Originals are still required. A scan is not enough for MOFA. We follow current MOFA rules on the day you file, including how the original must move.
