MOFA attestation in Pakistan

Ministry of Foreign Affairs authentication is the usual state-level step for Pakistani public documents. The same ministry also issues apostilles. Linguistic & Immigration Advisors prepares the set, files it the way MOFA asks on the day, and tracks the result. If you live outside Pakistan, you can instruct us with an authority letter or a power of attorney. We are not the ministry. MOFA issues the stamp.

For you

You hold Pakistani public documents that a foreign university, employer, or embassy wants authenticated at state level. Degrees, board certificates, civil records, and police character certificates are the usual set. You may already know MOFA is required. You may only have been told to "get attestation."

You can instruct us from anywhere, including the Gulf or the UK, with an authority letter or a power of attorney. The stamp still follows the document's origin. Pakistani papers go through Pakistani authorities.

Do not treat this page as a ministry desk. We cannot issue, refuse, or speed a MOFA stamp beyond the process that office runs on the day you file. We do not promise a same-day stamp.

If you live outside Pakistan

You do not have to stand in a MOFA queue. You do have to follow the ministry's rules for originals and for who may appear.

Send a scan first. We say whether the prior stamps exist, whether the destination wants attestation or an apostille, and what must travel physically. Originals still have to move. A scan is not the filing.

Authority letter or incoming POA

An authority letter is often enough for a relative or for our office to move a general file. A power of attorney originating abroad is different. Pakistan's mission in that country usually attests it first, then MOFA in Pakistan. The attorney in Pakistan may have to appear with an original CNIC.

MOFA's own notes treat POA and affidavits as different from general documents sent by authorised courier. We will not pretend they are the same. Validity windows are short. Confirm the current figure with the mission and with MOFA before you sign. Do not treat a 120-day figure as permanent law.

Match the instrument

Attestation, apostille, or attestation plus embassy

The destination office decides which certificate it will read. We do not file the wrong one to be safe. Hague membership is not a frozen list of Gulf countries.

The usual state-level stamp on a Pakistani public document. Used when the receiving office asked for attestation, not a Hague apostille.

Prior stamps by document type

MOFA will not invent a missing prior stamp. University degrees usually need HEC first. Matric and Intermediate usually need IBCC. We check the type before we lodge.

Usual order

  • University degree: HEC first, then MOFA.
  • Board certificate (Matric, Intermediate): IBCC first, then MOFA.
  • NADRA civil records: often go to MOFA once NADRA has issued them.
  • Union council birth or marriage (BRC/MRC): council seals and the ID numbers that office currently demands, then MOFA.
  • Police character certificate (PCC): must still be valid when filed, then MOFA.
  • Technical diplomas: technical board and NAVTTC when required, then MOFA.
  • Commercial papers: chamber attestation first, then MOFA.

What LIA does

Prepare the set. File the current way.

MOFA attestation fails when a prior office is skipped or when the destination actually wanted an apostille. We check that before anything is lodged. LIA follows the current MOFA process: online registration when required, camp or liaison offices, and authorised courier. Filing channels change. We do not freeze last year's method as a permanent rule.

Prepare originals

Names, dates, and seals have to agree across the set. A mismatch that looks small on a scan is enough for a counter to send the file back.

Sequence prior stamps

Each document type has its own prior office. We do not send a degree to MOFA with HEC still missing, or a board paper with IBCC still missing.

File the current channel

Portal, camp, liaison, or authorised courier: whichever MOFA is running that day. We lodge under those rules. We do not invent a private counter.

Track and return

We watch the queue and tell you when the set is ready to collect or send back. MOFA issues the stamp. We do not.

How the file moves

Nothing reaches MOFA until the prior office is done

A Pakistani degree sent straight to MOFA without HEC is a common delay. The same pattern shows up with board papers and IBCC. We map that order against the destination so you do not pay an embassy to ignore an apostille, or pay MOFA twice because a prior stamp was missing.

What delays a file

The usual bounce-backs are a skipped HEC or IBCC stamp, a name or date that does not match the CNIC or passport, a seal that looks altered, and a file sent for attestation when the receiving office asked for an apostille. LIA checks those points. We cannot override a counter. We do not promise a same-day ministry stamp.

Fees

MOFA's own charges (revenue stamps or portal fees) change. Apostille filings may use a different channel and fee than general attestation. LIA's professional fee is separate. We quote both at intake. We do not publish a price that will be wrong next month.

Camp and liaison offices

Camp and liaison offices in Lahore, Karachi, Peshawar, Quetta, and Gujrat are ministry offices, not LIA offices. Documents attested there are treated at par with Islamabad. They do not need a second ministry stamp for that reason. Receiving offices can still add their own checks.

Authorised courier

MOFA names authorised couriers for many general documents. Those names have included TCS, Gerry's, and Leopards. The list is a ministry channel and it can change. We use the channel that is valid that day. POA and affidavits are often excluded from courier. We follow that distinction.

Who issues the stamp, and what sits before it

MOFA attestation is a government act. Our job is the file that reaches that act in the right order. Clients abroad can instruct us with an authority letter or a power of attorney.

Are you the Ministry of Foreign Affairs?+

No. Linguistic & Immigration Advisors prepares the set, follows the current MOFA filing rules, and tracks the result. The Ministry of Foreign Affairs issues the attestation or apostille.

Is MOFA attestation the same as an apostille?+

Related, not identical. MOFA attestation is the usual state-level authentication of a Pakistani public document. An apostille is the Hague certificate that MOFA issues when the destination is a contracting state. Same ministry, different instrument. We file the one the receiving office will read.

Do degrees need HEC before MOFA?+

Often yes for Pakistani university degrees. HEC attestation is commonly required before MOFA will authenticate the same degree. Board certificates and many equivalence cases go through IBCC first. Civil records follow a different prior chain. We check the document type before we file.

Can you file MOFA if I live outside Pakistan?+

Yes. Clients can be anywhere. The originals still have to meet the current MOFA process: online registration when required, camp or liaison offices, authorised courier, or personal appearance for some instruments. We tell you what has to move physically and what can be done remotely.

I live in Dubai. How do I get my degree attested?+

If it is a Pakistani university degree, HEC usually comes first. Then MOFA in Pakistan. You can courier originals under an authority letter, or a relative in Pakistan can file, depending on the channel in force. A UAE job may still need embassy legalization after MOFA. Apostille applies only if the destination accepts it. We map that before you send the packet.

Can a power of attorney from abroad replace my visit?+

Sometimes, for the parts the ministry allows. Incoming POA is usually attested by the Pakistan mission first, then by MOFA. The attorney in Pakistan may have to appear in person with an original CNIC. POA and affidavits are often excluded from courier. We will not file a shortcut the counter will refuse.

How long does MOFA take?+

MOFA has said many general documents (not POA or affidavits) are processed in about two hours once they are in the hall or the authorised courier stream. That is the ministry's processing time. It is not the prior HEC or IBCC wait, not courier time, and not a LIA guarantee. Queues and portal rules change. We do not promise a same-day stamp.

How much does it cost?+

Ministry charges and LIA's professional fee are separate. We confirm both when we see the document list. Do not use an old blog's rupee table.

Do I still need the embassy after MOFA?+

If the destination is not using apostille, often yes. That is legalization, not this page.

Will the Lahore camp stamp be accepted?+

MOFA says camp-office stamps are treated at par with the ministry in Islamabad and do not need re-attestation. Receiving offices still set their own extra checks.

Can MOFA attest a photocopy only?+

In normal practice you present the original with copies. Photocopy-only filings fail.

What if names do not match?+

Fix the record at the issuing office first. MOFA authenticates. It does not rewrite a degree or a nikah.
