Legalization and superlegalization

A university, employer, or embassy has asked for legalization, a consular stamp, superlegalization, or embassy attestation. Apostille will not work for that destination, or the mission still wants its own stamp. The usual chain is prior educational or civil stamps, then MOFA, then the destination embassy.

Convention membership is not enough on its own. Some contracting states objected to Pakistan. The Czech Embassy in Islamabad does not recognise a Pakistani apostille and still requires MOFA then embassy legalization. Check the HCCH status table and that mission’s current notice. Do not trust a blog list.

What LIA does

Map the chain before anyone files

Pakistan can issue apostilles. That does not settle the file. Some destinations sit outside the Convention. Some members objected. Some employers still write embassy attestation. We check HCCH and the mission notice, then sequence the chain that office will actually read.

Read HCCH and the mission

Check Convention status and any objection to Pakistan. Then read the embassy or consulate notice. A Hague label on a blog is not a filing rule.

Order the prior stamps

HEC or IBCC often before MOFA for education papers. NADRA or the civil office often before MOFA for birth, marriage, and similar records. Certified translation when the embassy will not read the original language. The embassy is a poor place to discover a missing prior stamp.

MOFA, then embassy

We file MOFA under the current process: online registration when required, camp or liaison offices, authorised courier. After that stamp exists, we prepare the embassy filing the destination actually runs.

Attend where the mission allows

Overseas clients can appoint LIA with a special power of attorney or an authority letter. We attend queues where that mission accepts it. Some counters still demand the original in hand, or the holder in person. We say which before you pay an official fee.

Gulf “embassy attestation”

Gulf employers often write “embassy attestation” even when apostille exists for some countries. We verify the receiving office, not the email subject line.

If they want the embassy chain, we sequence HEC, IBCC, or NADRA, then MOFA, then the mission. If they take apostille, go to apostille.

China: confirm, then off-ramp

The Chinese Embassy notice says consular legalization stopped for Pakistani public documents in Apostille Convention scope from 21 July 2025. Confirm that notice still stands.

If it does, use apostille. Do not start an embassy chain on last year’s rumour.

How the file moves

Apostille is shorter. This chain is longer on purpose.

People pay for an apostille because Pakistan now issues them, then learn the embassy wanted legalization. The reverse also happens: a long embassy chain for a destination that would have taken apostille. Check HCCH and the mission. We name that decision before the first official fee is paid to an authority.

Superlegalization, embassy attestation, and when apostille still applies

The long chain exists because the destination does not treat apostille as enough, or because the mission still wants its own stamp. Check HCCH and that embassy’s notice. Not a blog list.

What is superlegalization?+

Superlegalization usually means home-state authentication followed by the destination embassy or consulate. For Pakistani public documents that is typically MOFA attestation, then legalization at the embassy of the country that must accept the paper. It is the chain used when apostille is not accepted, or when the mission still requires its own stamp.

Why not just get an apostille?+

An apostille only helps when the destination accepts it. Pakistan can issue apostilles. A non-member embassy can refuse that certificate and still demand its own legalization. Some Convention members also objected to Pakistan, so apostille is not automatic. Check the HCCH status table and the mission notice so you do not pay for a certificate the embassy will ignore.

Do Hague members always accept a Pakistani apostille?+

No. Some contracting states objected to Pakistan. The Czech Embassy in Islamabad does not recognise a Pakistani apostille and requires MOFA then embassy legalization. Treat that as a current example, not a frozen country list. Check the HCCH status table and that mission’s notice on the day you file.

Which comes first, MOFA or the embassy?+

MOFA attestation almost always comes before embassy legalization. HEC or IBCC often comes before MOFA for educational documents. NADRA or the civil office often comes before MOFA for civil records. Sending a bare original to an embassy is a common reason the consular counter sends the file back.
