What LIA does
You can stay abroad. We prepare the file in Lahore. The destination still decides apostille versus embassy legalization. That choice does not skip HEC or IBCC on educational papers.
University degree, board certificate, civil record, or police paper. Each has a different prior office. Mixing them wastes a filing cycle.
HEC, IBCC, certified translation, and police character usually come first. MOFA attestation or apostille comes after. Embassy legalization comes last when apostille does not apply.
We build the portal file and follow each office’s current method. We do not publish official fees here. We do not issue the stamp those offices own.
Once prior stamps exist, the file moves to MOFA, apostille, or legalization. One sequence, not four disconnected errands.
Use this when a Pakistani university degree (and often the transcript) must be attested by the Higher Education Commission before a foreign university, employer, or licensing body will read it. HEC issues that stamp. LIA does not.
In 2026, new cases usually go through HEC e-services. The university still verifies the degree. That wait sits with the university. When HEC accepts the file, it issues an e-attestation certificate. LIA prepares the portal file from Lahore. We are not HEC. There is no same-day HEC attestation. Confirm the method on the HEC site on the day you file. Portals change.
Where it sits: usually before MOFA. Filing MOFA without HEC on a Pakistani university degree is a common bounce. Equivalence of a foreign degree for use inside Pakistan is a different HEC job. We keep that request separate.
IBCC handles board certificates: Matric, Intermediate, and equivalent. It also handles many school-level equivalence cases. That office is not HEC. Do not send a university degree to IBCC or a board certificate to HEC.
The issuing board usually verifies the certificate first. Then IBCC. Then MOFA. A file with both a degree and board papers needs both offices, each on the matching document. After IBCC, the same paper can go to MOFA, then to an embassy if apostille does not cover the destination.
Use this when the receiving office will not read the original language, or when it names a class of translator who must certify the text. Civil records and police certificates trigger this more often than English-language degrees. The destination’s instruction controls.
It usually sits before MOFA, so the next office can read the set. If the destination wants the translation after authentication, we follow that written instruction. We coordinate the step. The translator or the named office issues the certification. LIA is not that certifying translator by default.
Pakistan does not issue one national police character certificate. The route depends on the province or territory of residence. The police issue the paper. We do not.
Punjab, Islamabad Capital Territory (ICT), and Azad Jammu and Kashmir (AJK) often use a mission portal. You may still need to attend a Pakistan mission in person for that route. Other provinces often use a mission-attested authority letter, then filing in Pakistan, then MOFA. Confirm the current options with the mission that covers you.
After the police issue the certificate, MOFA usually follows. Embassy legalization sits after MOFA when apostille does not apply. A translation sits where the receiving office put it, most often before MOFA.
Universities often want HEC on the degree and IBCC on board papers, then MOFA or apostille. That chain is for the Pakistani stamps. Student visa filing is a later step, and it still needs an offer.
WES, ECCTIS, and similar credential evaluators are a separate filing. HEC attestation is not a WES or ECCTIS report. If the university asked for an evaluation, we treat it as its own task after the Pakistani prior stamps, not as a substitute for HEC.
Employers and visa posts often want the same educational chain plus a police character certificate. Sequence the police paper before MOFA unless the destination says otherwise. Work visa filing still needs a permit or sponsorship first.
Do not mix the two packs. A study file without police character is common. A job file that skips police character is a frequent gap.
If you live in the UK or the Gulf, you can instruct LIA with a special power of attorney or an authority letter. We prepare HEC, IBCC, translation, and many Pakistan-side police steps while you stay abroad. We act only within that paper. A WhatsApp message is not legal authority.
Some police routes still need you at a Pakistan mission in person. A power of attorney does not replace that attendance. We tell you which steps we can take in Lahore and which steps you must do at the mission. Confirm current mission options before you book travel.
