Document attestation

Document attestation for use abroad: pick the instrument, then file the chain

Public documents usually need a government stamp before a university, employer, or embassy will treat them as proved. Searchers call this attestation. We name the instrument and run the sequence. If you are outside Pakistan, you send an authority letter and the originals. We file. The authority issues the stamp.

Certificates, wax seals and a brass stamp for document attestation

For you

You have a public document that a foreign university, employer, or embassy will not treat as proved until a competent authority authenticates it. People usually ask for attestation. Typical papers: university degrees, board certificates, marriage or birth records, and police character certificates. You may already have a destination, or you may only know that attestation was requested.

You can be in Pakistan or abroad. If you are abroad, you send an authority letter and the originals. We sequence and file from Lahore.

Not this page

If the documents are already authenticated and you only need a visa or an admission file, use the matching service page instead. If you need an offer first, start at university admissions.

LIA is not a ministry counter. We prepare, sequence, and file. The Ministry of Foreign Affairs, HEC, IBCC, and embassies issue the stamp. We do not sell a guaranteed result or a published fee list here.

If you are outside Pakistan

You do not need to stand at a MOFA counter. Send the originals to Lahore with a valid way for us to file. Consultations run online. We complete prior stamps where the next office requires them, register the current MOFA process, and lodge at camp or liaison offices or through authorised courier. The ministry or embassy issues the stamp.

Blood relative, authority letter, or POA

For most general documents, MOFA lets a blood relative file. A non-relative needs an authority letter attested by the Pakistan embassy or consulate in your country. LIA can act on that letter. Power of attorney and affidavits are different. Those often need personal appearance. A POA signed abroad is usually attested at the Pakistan mission first. The attorney in Pakistan then appears with original CNIC. MOFA has quoted a 120-day window on that overseas-POA track. Treat that as the current ministry rule and confirm it before you file. We tell you which track you are on before anyone pays a ministry fee.

Destination decides

Hague apostille, or MOFA then embassy

If the receiving country is a party to the 1961 Hague Apostille Convention, the shortened path is usually a MOFA apostille. If it is not, the longer path is usually MOFA attestation plus legalization at that country's embassy in Pakistan. Some offices call that extra step superlegalization. The receiving employer, university, or ministry can still ask for a stricter path than the Convention default. Confirm before filing. We check the destination before we pick a counter. We do not treat the Gulf as one process.

Do not assume every destination accepts apostille, and do not assume every destination still needs embassy legalization. The receiving office decides.

Papers in the chain

Educational, personal, legal, commercial

Not every file uses every stamp. Wrong order is the usual delay. Child pages hold the detail.

Legal

Authority letters and powers of attorney follow the MOFA rules above. They are not the same as general courier filings.

MOFA attestation

Commercial

Commercial papers often need the chamber first, then MOFA, then the embassy when apostille does not apply.

Legalization

Pick the instrument

Four pages, not one long checklist

Yes: Linguistic & Immigration Advisors handles apostille work. We prepare the file for MOFA's apostille process. MOFA issues the apostille. Use the child pages below once you know which instrument the destination requires, or start the form and we will name it.

Apostille

The shortened Hague certificate for member destinations. Pakistan has been a contracting state since 9 March 2023.

Apostille

Legalization

MOFA plus embassy legalization, sometimes called superlegalization, when apostille does not cover the destination.

Legalization

How the file moves

Origin, destination, then the chain

The destination decides the instrument. Hague member: apostille, unless the receiving office asks for more. Otherwise: legalization or superlegalization. Educational stamps from HEC or IBCC often come before MOFA. A document issued outside Pakistan follows that country's competent authority, not a Pakistani stamp by default.

Direct answers

Attestation from abroad, apostille, and who issues the stamp

Short answers before anyone pays a filing fee to an authority.

Apostille vs legalization?+

An apostille is the shortened authentication used when the destination is a party to the 1961 Hague Apostille Convention. Legalization is the longer chain used when apostille does not apply: usually MOFA attestation plus the destination embassy. Pakistan is a contracting state, with entry into force on 9 March 2023. MOFA issues apostilles. The destination decides which instrument you need. The receiving office can still ask for a stricter path.

What is superlegalization?+

Superlegalization usually means the extra embassy or consular step after the home-state authentication. In practice it is MOFA attestation (or the equivalent) followed by legalization at the embassy of the country that must accept the document. It is the path when apostille is not accepted.

Can you attest my documents if I live in the UAE, Saudi Arabia, or the UK?+

Yes for the Pakistan-side chain, if we have the originals (or the issuing office's process) and a valid way to represent you. A blood relative can often file. If you appoint someone who is not a blood relative, MOFA usually wants an authority letter attested by the Pakistan mission in your country. Consultations run online. The stamp still follows origin and destination. We do not issue it.

Authority letter or power of attorney?+

An authority letter is how a person abroad appoints someone in Pakistan to submit ordinary documents for attestation. A power of attorney is itself a legal instrument. MOFA treats powers of attorney and affidavits more strictly. Those often need personal appearance. If the POA was signed abroad, the Pakistan mission usually attests it first, then the attorney in Pakistan appears with original CNIC. MOFA has quoted a 120-day window on that overseas-POA track. Confirm the current ministry rule before you file. We will not use one word for both.

Do UAE, Qatar, or Kuwait accept a Pakistan apostille?+

Do not treat any country list as frozen. The destination and the receiving office decide. UAE, Qatar, and Kuwait are widely treated as non-Hague paths (MOFA general attestation, then embassy legalization). Saudi Arabia, Bahrain, and Oman are widely treated as Hague members, where a MOFA apostille is often enough. Confirm before filing. A wrong counter can mean a rejected file and a return to MOFA.

Do you issue the MOFA stamp?+

No. Linguistic & Immigration Advisors is not the Ministry of Foreign Affairs. We prepare, sequence, and file. MOFA, HEC, IBCC, and embassies issue the stamp.

Can I send scans only?+

Usually no for the stamp. The authenticating office works from originals, or from its current digital process. Scans are for intake and sequencing. They are not a substitute for the paper the counter requires.

Do you publish fees or guarantee the stamp?+

No. We do not publish a fee list on this page, and we do not guarantee a stamp. Authority fees and our service fee are separate. Outcomes belong to the authority. We quote at intake.

Must HEC or IBCC come first?+

Often yes for Pakistani educational documents. University degrees commonly need HEC attestation before MOFA. Board certificates and many equivalence cases go through IBCC first. Not every personal or legal paper uses HEC or IBCC. We sequence only what the next office requires.
